The opening in this style is quite limited, particularly when it’s on your shoulder so if you have the medium, and obviously carry more stuff inside, it might be quite an awkward bag to access. The small loulou definitely fits more than the mini puffer. I would say 1.5x more (maybe a little more than that too). I have the mini puffer for spring summer, and the small puffer for fall/winter. The small puffer is more on par with the small loulou, although the puffer fits a bit more since there’s no divider pocket.
